Probably not. For houses, stock blueprints can be bought on the internet.  Sample site   If your project requires special engineering work not covered by building codes or if you want unique design input, an engineer or architect may be worth the extra cost.

Will the work be inspected by the county or city? 
Yes, if a permit is obtained.  If there is no permit, the work won't be inspected, because the authority that issues permits will not know of your project.  Inspections are important (see box to the left).  To see a typical inspection agenda for a residential dwelling click here.

As a rule, yes, but be sure to give identical drawings and/or specifications to each general contractor you are considering so you can tell which estimate is really lower. 
How can I be sure a contractor has a valid state license?

Will my project require a permit and who gets it?
Probably.  If you are hiring a contractor to do the work, the contractor should get the permits.  This will validate that the contractor has a valid state and local license and proper insurance.  If you plan
to act as your own contractor, you will need to get the permits and obtain insurance.  Otherwise do not be cajoled into getting the permits in your name only, as this could mean the contractor is unlicensed and/or uninsured.  Typically, a project will require several permits: a master permit, an electrical permit and so on.
How can I tell if a contractor or tradesman is insured. 
The best way is to ask them to have their insurance agent send you a Certificate of Insurance.  Be sure the certificate shows that he has not only liability, but workmans compensation insurance.   Without the latter, you could be liable if a workman is injured while working on your property even if he is employed by someone else.

Annoying as they may seem at times,  the codes are based on sound engineering and safety principles based on years of experience.

Skirting them can lead to structural failures and
other serious problems, such as electrical fires and major water damage.

If a code requirement is clearly unnecessary to your project, you can request a waiver..

What is a general contractor? 
The one that has overall responsibility for the job.  He hires all the other contractors or trades needed to complete the job.  The latter, thus,  become subcontractors.  They may be electrical, plumbing, HVAC companies and so on.
